Is Daylight Saving Time Permanent Now? Places That Stopped

People search this every spring and autumn, and in 2026 the answer depends on where you live. The United States still changes its clocks. Three Canadian provinces and Morocco stopped this year, and several other countries stopped in the past decade.

Quick answer. Daylight saving time is not permanent in the US. Most of the country will fall back on Sunday, November 1, 2026. British Columbia, Alberta and Manitoba stopped changing their clocks in 2026 and stay on their summer time all year. Morocco went back to UTC+0 for good on September 20, 2026.

The United States: still changing

The Sunshine Protection Act would keep the clocks on daylight saving time all year. The Senate passed a version by unanimous consent in March 2022, but the House never voted on it and the bill died. The new version, H.R. 139, passed the House with votes from both parties on July 14, 2026. The Senate had not voted on it by early October 2026, so the federal rule is unchanged: daylight saving time starts on the second Sunday in March and ends on the first Sunday in November.

Many states have passed laws asking for permanent daylight saving time. Those laws wait on Congress, because federal law only allows a state to opt out of daylight saving time, not to stay on it. That is what Hawaii and most of Arizona do: they keep standard time all year.

Canada: the West stopped in 2026

Most of western Canada moved its clocks forward on March 8, 2026 for the last time. British Columbia kept UTC−7 from then on. Alberta passed its own law in June 2026 and keeps UTC−6. Manitoba announced its change in September 2026 and keeps UTC−5. None of the three turns its clocks back on November 1. The Northwest Territories made the same choice in August 2026, and Yukon has stayed on UTC−7 since 2020. Most of Saskatchewan has not changed its clocks for decades.

Ontario, Quebec and the Atlantic provinces still follow the US dates. A few communities near the British Columbia and Alberta border follow Alberta's clock rather than Vancouver's.

What this does to time differences

In summer nothing looks different, because the provinces stay on the summer offsets everyone already knows. In winter the old pairs come apart. Vancouver is one hour ahead of Los Angeles and Seattle. Edmonton and Calgary show the same time as Chicago. Winnipeg shows the same time as Toronto and New York.

Hours that the first city is ahead of the second, day by day through 2026. Each step is a day when the US or Ontario changes its clocks and the western province does not.

If you run a weekly call between Vancouver and California, it moves by an hour for one side every time the US changes its clocks. Teams in Winnipeg working with Toronto lose the one-hour gap in winter and get it back in March.

Other places that stopped

Morocco used UTC+1 for most of the year from 2018, with a break back to UTC+0 during Ramadan. On September 20, 2026 it returned to UTC+0 for good. Paraguay stayed on UTC−3 after its spring change in October 2024. Chile's Aysén region did the same in 2025, while the rest of Chile still changes.

Earlier changes are now settled. Mexico ended daylight saving time in October 2022, apart from cities along the US border. Iran stopped the same year, and Jordan and Syria stayed on UTC+3. Brazil stopped in 2019 and Turkey in 2016. Russia made its last change in 2014. The table shows the last change for each place, read from the time zone database when this page was built.

Who still changes the clocks

Most of the US, eastern Canada, the UK and the European Union still change twice a year, and so do southeastern Australia, New Zealand, most of Chile and Egypt. The European Parliament voted in 2019 to end the seasonal change, but EU governments never agreed on how to do it, so the plan has not moved since. How to avoid mistakes

  • Keep your phone, computer and browser updated. The new Canadian rules and Morocco's change reached the time zone database between April and September 2026, and older devices may still show the old offset.
  • Write a UTC offset or a city in invitations, not only an abbreviation. Some apps still call Vancouver's winter time PDT and others MST.
  • Check calls between Canada and the US around the first Sunday in November and the second Sunday in March, when the gap now moves.
